A man being held in the Washington County Jail has been arrested again after police say he tried to hire a hitman from behind bars. Police arrested Damian Kelley in July when a tipster told them Kelley was looking for someone he could hire to kill three people for $12,000. He’s charged with three felony counts of conspiracy to commit murder.
